24 F&B Outlets and 24 Individuals Penalised for Breaching Safe Management Measures

Members of the public reminded to exercise social responsibility and observe safe management measures in the run-up to Deepavali

15 Food and Beverage (F&B) outlets have been ordered to close, and 9 F&B outlets and 24 individuals have been fined for breaches of Safe Management Measures (SMMs) and Vaccination Differentiated SMMs (VDS) since 9 October 2021. These are in addition to enforcement action taken as part of stepped up enforcement for breaches of SMMs at hawker centres by the National Environment Agency (NEA) between 8 and 17 October 2021

VDS Breaches at F&B Premises

2 During this period, agencies checked more than 1,000 premises and over 3,700 individuals for adherence to VDS. One F&B outlet, Katong Eating House Pte Ltd (865 Mountbatten Road #B1-85/87), failed to implement checks to ensure that only individuals with a cleared status enter or remain within their premises to consume food or drinks. The Urban Redevelopment Authority (URA) issued an order that required the operator to close for 10 days from 15 to 24 October 2021 (both dates inclusive).

SMM Breaches at F&B Premises

3 14 F&B outlets were ordered to close for SMM breaches such as failing to ensure customers adhered to the permitted group size, failing to ensure a safe distance of at least 1 metre between groups of customers, allowing verbal exhortation of goodwill (e.g. singing and toasting), and allowing music to be played within its premises.

4 9 other F&B outlets were issued composition fines for various SMM breaches on their premises. These included allowing singing and failing to ensure a safe distance of at least 1 metre between seated customers. Please refer to Annex A for details of offences, and Annex B for photos.

5 Strict compliance with SMMs (including VDS) is critical for everyone's safety. Agencies will continue to step up checks on F&B outlets and pivoted nightlife establishments to ensure that VDS and SMMs are strictly adhered to. Firm enforcement action will be taken against operators and individuals who do not comply with SMMs, including the proper wearing of masks. Enforcement action includes prosecution and revocation of licences for food, public entertainment, and liquor.

Enhanced Measures in Run-up to Deepavali

6 The Government has put in place additional safety measures in Little India as more visitors are expected in the run-up to Deepavali on 4 November 2021. Some of these measures include switching off the popular pedestrian crossing at the junction of Campbell Lane and Serangoon Road, redirecting pedestrian traffic to two other crossings at Sungei Road and Dunlop Street, and ensuring that businesses do not extend their wares onto the pedestrian walkways, in order to prevent crowding. Some businesses in Little India will extend their operating hours, to allow shoppers to spread out their visits and prevent overcrowding. Relevant Government agencies will also step up enforcement presence in Little India ahead of the Deepavali festivities.

7 We urge everyone to exercise socially responsible behaviour to protect their own health and that of others. Visitors are reminded to remain vigilant, observe SMMs, and visit Little India during off-peak hours where possible. Seniors are urged to stay home, avoid crowded places, and go out only for essential activities over the next few weeks. Those who feel unwell or are sick should seek medical attention and stay home.

ANNEX A

LIST OF F&B PREMISES ORDERED TO CLOSE FOR BREACHING SAFE MANAGEMENT MEASURES

  1. Canton Paradise (23 Serangoon Central, #02-04, NEX) failed to ensure safe distancing of at least 1 metre between groups of customers. Enterprise Singapore (ESG) has issued an order requiring the operator to close for 10 days from 13 to 22 October 2021 (both dates inclusive).

  2. De Boss House (51 Joo Chiat Road, #01-02) failed to ensure customers within the premises adhered to the permitted group size. As the establishment is a repeat offender, URA has issued an order requiring the operator to close for 20 days from 15 October to 3 November 2021 (both dates inclusive).

  3. Drinks at Wan Jin Eating House (261 Serangoon Central Drive, #01-27) failed to minimise physical interaction between customers and workers within the premises. It also failed to ensure safe distancing of at least 1 metre between groups of customers on multiple occasions. The Singapore Food Agency has issued an order requiring the operator to close for 20 days from 17 October 2021 to 5 November 2021 (both dates inclusive).

  4. Fluff Stack (10 Tampines Central 1, #01-31, Tampines One) failed to ensure safe distancing of at least 1 metre between groups of customers. ESG has issued an order requiring the operator to close for 10 days from 16 to 25 October 2021 (both dates inclusive).

  5. Kei Hachi (8 Keong Saik Road) failed to ensure that groups of diners did not exceed the maximum permitted group size, failed to minimise physical interactions between customers, and allowed verbal exhortation of goodwill (i.e. singing) within its premises. The Singapore Tourism Board (STB) issued an order requiring the operator to close for 10 days from 14 to 23 October 2021 (both dates inclusive).

  6. KPO (1 Killiney Road 1st Storey) failed to minimise physical interactions between staff and customers, and allowed singing and verbal exhortation of goodwill (i.e. toasting) within its premises. STB issued an order requiring the operator to close for 10 days from 16 Oct 2021 to 25 Oct 2021 (both dates inclusive).

  7. Mahota Kitchen (2 Tampines Central 5, #01-11, Century Square) failed to ensure safe distancing of at least 1 metre between groups of customers. ESG has issued an order requiring the operator to close for 10 days from 16 to 25 October 2021 (both dates inclusive).

  8. Malaysia Boleh (3 Simei Street 6, #04-04, Eastpoint Mall) failed to ensure safe distancing of at least 1 metre between groups of customers. ESG has issued an order requiring the operator to close for 10 days from 20 to 29 October 2021 (both dates inclusive).

  9. Mama Chin (41 Circular Road) allowed intermingling between different groups of customers and failed to ensure safe distancing of at least 1 metre between seated customers. URA has issued an order requiring the operator to close for 10 days from 15 to 24 October 2021 (both dates inclusive).

  10. Pink Whale (22 Circular Road) allowed intermingling between different groups of customers. As the establishment is a repeat offender, URA has issued an order requiring the operator to close for 20 days from 15 October to 3 November 2021 (both dates inclusive).

  11. Shi Hao Mala Pte Ltd (269 Geylang Road) had allowed self-served food lines and failed to ensure that: (i) groups of diners did not exceed the maximum permitted group size; (ii) safe distancing of at least 1 metre between groups of customers; and (iii) appropriate procedures and controls were applied to enable or facilitate contact tracing of every individual entering the premises. The Singapore Land Authority has fined the operator $1,000 and issued an order requiring the operator to close for 10 days from 17 to 26 October 2021 (both dates inclusive).

  12. Tai Fu Lou (271 New Bridge Road) failed to ensure that groups of diners did not exceed the maximum permitted group size. STB issued an order requiring the operator to close for 10 days from 12 to 21 October 2021 (both dates inclusive).

  13. The Luxe Bistro (23 Upper Weld Road) failed to ensure that groups of diners did not exceed the maximum permitted group size, failed to minimise physical interactions between customers, and allowed music to be played within its premises. STB issued an order requiring the operator to close for 10 days from 17 to 26 October 2021 (both dates inclusive).

  14. Wan Chai Hong Kong Tea Room (2 Jurong East Street 21, #03-51, IMM Building) failed to ensure safe distancing of at least 1 metre between groups of customers. ESG has issued an order requiring the operator to close for 10 days from 13 to 22 October 2021 (both dates inclusive).

LIST OF F&B PREMISES FINED FOR BREACHING SAFE MANAGEMENT MEASURES

  1. Concorde Hotel and Shopping Mall (100 Orchard Road) was fined $1,000 for failing to ensure contact tracing was done of every individual entering the premises.

  2. Delifrance (10 Tampines Central 1, #03-K3-K5, Tampines One) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  3. Flippers (B1-56, Ngee Ann City) was fined $1,000 for failing to ensure a safe distance of 1 metre between seated customers.

  4. Kopitiam (1 Jelebu Road, #03-08, Bukit Panjang Plaza) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  5. North Miznon (110 Amoy Street) was fined $1,000 for allowing verbal exhortation of goodwill (i.e. singing) within its premises.

  6. Texas Chicken (1 Harbourfront Walk, #B2-24, Vivocity) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  7. Toast Box (53 Ang Mo Kio Avenue 3, #01-17, AMK Hub) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  8. Ya Kun Kaya & Toast (2 Jurong East Central 1, #01-08A, JCUBE) was fined $1,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

  9. Yellow Goldenland (111 North Bridge Road, #03-37/38/39, Peninsula Plaza) was fined $2,000 for failing to ensure safe distancing of at least 1 metre between groups of customers.

1 NEA took enforcement action against 84 and 92 individuals from 8 to 10 October 2021 and 15 to 17 October 2021 respectively, as part of stepped up enforcement action for breaches of SMMs at hawker centres. Please refer to NEA's media advisories on 11 and 19 October 2021 for more information.

2Individual with cleared status means: a) fully vaccinated individual, i.e. 2 weeks after receiving the full regime of Pfizer-BioNTech/ Comirnaty, Moderna or after completing the full regime of vaccines on the World Health Organization's Emergency Use Listing (including the appropriate duration post-vaccination for the vaccine to be fully effective); b) individual who has recovered from COVID-19 and can provide a valid Pre-Event Test (PET) exemption notice; or c) individual who has a valid negative PET result from an Ministry of Health-approved COVID-19 test provider within the last 24 hours.
